    HKMA · 2 November 2026 Opening Source ↗

HKMA's EnsembleTX pilot now settles tokenised deposit transactions in tokenised central bank money around the clock, with 12 banks and 20 industry pioneers.

Today: since November 2025, EnsembleTX settled tokenised deposit transactions through HKD RTGS during conventional hours. Change: as of 2 November 2026, interbank settlement runs 24/7 in tokenised central bank money, and participation has grown to 12 banks and 20 pioneers, including BlackRock and HSBC. Outcome: banks and asset managers can test round-the-clock treasury management and secondary trading of tokenised funds on licensed platforms. Boundary: this is still a controlled pilot, and the source does not name the underlying ledger technology or confirm Ethereum use.

    BOE · 29 October 2026 Opening Source ↗

The Bank of England opened a consultation, closing 12 February 2027, on how it would assess UK CCPs accepting tokenised forms of eligible collateral.

Today: the Bank says the existing framework is not a barrier to CCPs accepting tokenised eligible collateral, provided it can be valued, transferred, and realised when needed, including in stressed conditions. Change: a proposed Supervisory Statement would set out how the Bank assesses applications involving tokenised collateral, on a same risk, same regulatory outcome basis. Outcome: CCPs and clearing members could potentially use tokenised collateral to meet margin calls faster and across jurisdictions. Boundary: the guidance is under consultation until 12 February 2027, and the release does not specify any ledger or public blockchain.

    OCC · 23 October 2026 Tightening Source ↗

The OCC sent weekly and quarterly reporting forms for GENIUS Act payment stablecoin issuers to OMB for review, with comments due November 23, 2026.

Today: the OCC has issued a final rule implementing the GENIUS Act for payment stablecoin issuance by entities under its jurisdiction, which the notice says was published in the same Federal Register issue. Change: the OCC proposes Form PS-01 (weekly) and Form PS-02 (quarterly) as a new information collection and has submitted them to OMB. Outcome: issuers, including banks planning stablecoin programs, will need reporting pipelines that can produce weekly data. Boundary: the forms cannot be required until OMB assigns a valid control number, and the excerpt does not list which data fields they contain.

    MAS · 23 October 2026 Opening Source ↗

Bank Negara Malaysia and Bank of Thailand joined MAS's BLOOM initiative to develop shared cross-border settlement approaches for tokenised deposits and regulated stablecoins.

Today, institutions using tokenised deposits or regulated stablecoins across borders must set up separate arrangements with each counterparty or market. BLOOM, now with three central banks and participants including J.P. Morgan, Circle, Coinbase, Visa and Mastercard, aims to produce implementation frameworks on acceptance and settlement, interoperability, and programmable controls such as identity verification and sanctions screening. For regional banks and issuers, this could potentially lower integration cost and time to market. The frameworks are still in development as of 23 October 2026, and the source does not name any specific blockchain or ledger.

    HKMA · 2 November 2026 Opening Source ↗

HKMA completed tokenised Exchange Fund Bills secondary trading trials with Recognised Dealers and plans to extend them to regulated stablecoins.

Today: HKMA has completed trial trades in which Recognised Dealers traded tokenised Exchange Fund Bills in the secondary market, aimed at secondary and repo trading efficiency. Change: HKMA says it will soon expand the trials to regulated stablecoins, and it has launched tConnect Launchpad with Cyberport to validate tokenisation use cases. Outcome: stablecoin issuers and dealers may get a regulator-run route to test stablecoin settlement against tokenised sovereign paper. Boundary: the stablecoin expansion is planned, not live, has no date, and the source does not name the ledger used.
