This edition's recap
October 16 – October 20, 2026

    SEC · 16 October 2026 Opening Source ↗

Cboe BZX filed, as an immediately effective rule change, generic listing criteria for options on commodity-based trusts holding multiple crypto assets.

Today: options on crypto trust shares on Cboe BZX have depended on product-specific rule references. Change: the filing dated 29 September 2026, noticed 16 October 2026 under Rule 19b-4(f)(6), sets generic listing and continued listing standards for options on multi-crypto-asset commodity trusts, permits options on Rule 6c-11 ETFs, and removes individual product references. Outcome: derivatives desks and trust sponsors may potentially see faster options listings on diversified crypto trust products. Boundary: the excerpt does not name which crypto assets qualify or confirm Ethereum inclusion, and the SEC keeps its standard power to suspend the rule.

    MAS · 20 October 2026 Watchlist Source ↗

UK and Singapore officials discussed cross-border tokenisation, stablecoins, and digital money for wholesale settlement at their 20 October 2026 Financial Dialogue.

Today: MAS runs Project Guardian, BLOOM, and Global Layer One, while the UK runs the Digital Securities Sandbox and BoE and FCA work on wholesale digital markets. Change: on 20 October 2026, HMT, MAS, BoE, and FCA discussed cross-border tokenisation use cases, crypto-assets, stablecoins, and digital money for institutional settlement. Outcome: banks and tokenization platforms may potentially see closer alignment between the two jurisdictions' programmes. Boundary: the release records discussion only, with no joint framework, commitment, timeline, or reference to any specific blockchain.

    CFTC · 19 October 2026 Watchlist Source ↗

The CFTC has proposed defining event contracts on sports, politics, culture and weather as swaps, with comments due November 18, 2026.

Today, the regulatory treatment of event contracts is not set out in an explicit swap definition. The CFTC proposal of October 19, 2026 would explicitly include event contracts in the definition of swap, which would potentially bring the platforms and intermediaries offering them under the swap framework. Any on-chain prediction market serving US users could potentially be affected, but the source does not mention blockchain or digital assets. This is a proposed rule only, and its final scope and obligations depend on the comment process.

    ECB · 17 October 2026 Watchlist Source ↗

ECB President Lagarde told the IMFC that the Eurosystem is working to bring central bank money to digital retail payments and tokenised finance.

In her October 17, 2026 statement, Lagarde said the Eurosystem is preparing a digital euro to complement cash and is bringing central bank money to tokenised finance in Europe. For euro area banks and tokenised asset platforms, this potentially points to central bank money settlement options for tokenised transactions. Boundary: this is a policy statement, not a decision. The available text is cut off before any detail, and it does not name Ethereum or any specific ledger.
